    The Committee on the Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. For House Bill No. 4581--A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §15-9A-4, relating to establishing a special revenue account designated as the Fund for Civil Legal Services for Low Income Persons; establishing potential sources of funding; authorizing the Director of the Division of Justice and Community Services to make grants to nonprofit agencies which provide civil legal services to low income persons; and providing that any balance remaining in the fund at the end of each fiscal year shall not revert to the general revenue fund.
